Carrington West are assisting their Central London local authority client in the search for a Housing Allocations Officer, to join their Housing Department on an initial 3 month rolling contract.
Role purpose:
·To allocate suitable emergency and temporary accommodation in accordance with the relevant statutory requirements. To operate within relevant Codes of Guidance, statutory guidance, council policy and procedures and relevant housing legislation.
·To support the delivery of a coordinated and ruthlessly financially efficient allocation service, this may be delivered through the promotion of all available housing solutions and initiatives.
·To ensure the timescales for letting temporary accommodation are met in line with targets to minimise lost revenue of rent. Actively work in partnership with colleagues and providers to achieve this as well as identifying new initiatives to help reduce void turnaround times.
·To provide comprehensive housing advice, guidance, and support to residents, with regards to all potential housing options, temporary accommodation and social housing.
·The ideal candidate would have previous experience in a similar role and would hold a relevant town planning qualification. Being a chartered RTPI member or working towards chartership would be desirable but is not mandatory.
Description of Duties:
·To maintain a detailed knowledge of relevant legislation and Council policy in relation to the statutory provision of temporary housing. To operate within relevant Codes of Guidance, statutory guidance, council policy and housing legislation.
·To ensure the timescales for letting temporary accommodation are met in line with targets to minimise lost revenue of rent. Actively work in partnership with colleagues and providers to achieve this as well as identifying new initiatives to help reduce void turnaround times.
·To facilitate the temporary allocation process and all related functions including assessing and placing homeless households in all forms of suitable and affordable temporary accommodation in discharge of the Council’s duty, setting up and ending tenancies as appropriate
·To assess whether the essential housing needs of applicants have been met in the provision of temporary and interim accommodation, conducting refusal interviews and where necessary undertaking the discharge of the Council’s relevant duty.
·To assist with required arrangements and transport, removals, storage for households moving into/out of temporary accommodation, interpreting services and related functions.
·Responsible for updating the authority’s IT Housing Systems, ensuring all details are correct to ensure timely and accurate records and the legal obligations for both landlord and tenant can be met.
·To generate and provide required data to evidence performance against key performance indicators, including financial recording and submitting financial returns.
·To offer advice, guidance, and support to residents, with regards to all potential housing options, temporary accommodation and social housing.
·To work with colleagues, providers and contractors to monitor the progress of void properties. Ensure colleagues/customers are kept informed of the progress and updated as to the availability of accommodation.
The council are looking for candidates with an understanding and knowledge of housing and other relevant legislation and regulatory frameworks within housing, especially in the context of the statutory provision of temporary accommodation. In addition to an understanding of the problems faced by homeless households in temporary accommodation, and a passion to deliver a quality service to disadvantaged groups
