The Corporate Change and Improvement team is recruiting three Project Managers to deliver complex transformational change projects across Adult Social Care and Housing transformation. These roles will join the team on a 2 year fixed term basis working flexibly across a number of high profile and complex projects as part of our corporate transformation programme.

Maximising Independence – Adult Social Care front Door

Our Adult Social Care Front Door project aims to deliver key improvements by better meeting the needs of residents both now and in the future, developing simpler more efficient ways of working and helping to reduce overall demand by enabling residents to self-serve and self-care where possible.

Maximising Independence – Transitions

Our Transitions project is focused on working with our partners across health, education, Adults and Children’s social care, to improve how we help people transition from children’s into adults’ social care, starting at the age of 14, to create a seamless transition pathway.

Maximising Independence – Tech Enabled Care (TEC)

Kingston has an ambitious vision for the borough, ensuring that residents are able to maximise their independence and build resilience, to live their best lives, through access to a range of technology and digital aids’. To fulfil this vision we have recently embarked on a Technology Enabled Care (TEC) programme to understand the benefits of technology to the borough, its residents, the care market and the wider health system. We are seeking to implement an established and eventually industry leading TEC offer across Adult Social Care (ASC) and health. We believe TEC solutions will help us maximise the independence and confidence of residents with care and support needs – this programme provides the opportunity to work across departments and with our partners.

Social Care Reforms

In Sep 2021, the Government set out its new plan for adult social care reform in England. The Adult Social Care Reform “People at the Heart of Care” White Paper is part of a wider set of reforms, including the Adult Social Care Charging Reform and CQC Assurance Framework.

This role will support the delivery of the care charging reforms by coordinating Adult Social Care via multiple working groups to ensure we are fully prepared for these changes in Kingston, and changes are implemented on time. It will also support Adult Social develop a clear programme of work to ensure we are inspection ready by April 2023.

Transforming Places to Live

Our Enterprising Borough Theme is focused on maximising opportunities for commercial approaches throughout the borough, promoting our future economy, encouraging social entrepreneurs and supporting those who are left behind, which is linked to our Economic Recovery taskforce. A key programme within the theme is our Transforming Places to Live Programme which focuses on;

  • Making the best use of existing accommodation, both supported and sheltered housing, and where possible, adapting mainstream housing to suit the requirements of older and disabled people.
  • Developing a range of new build supported and specialist housing over the next 10 years that reflects our residents’ needs.
  • Ensuring that support and care services, both within supported housing and for people living in mainstream housing, are effective in promoting people’s wellbeing and independence.

The programme is based on evidence identified in needs assessment that has provided a clear picture of the increase in demand and for what type of accommodation is needed over the next 10 years. We have recently completed a new build dementia care and nursing home, reviewing our disabled facilities grant programme and developing & delivering homeless and housing commissioning projects.

This role will sit within the Corporate Change and Improvement team, which is the engine room responsible for driving the Change & Transformation Programme across the organisation. Kingston has developed a very ambitious transformation agenda, which includes a number of large strategic programmes that will transform the way services are delivered and improve outcomes for residents.

Recently as a service, we have developed a Project/ Programme Management framework that has been launched to the organisation that outlines a consistent approach to Project/ Programme delivery. A comprehensive suite of PPM tools and documentation supports this framework and will ensure the benefits and outcomes of the corporate Transformation Programme will be achieved to time, cost and quality standards.

  • Have a track record of managing complex change projects in a public sector setting, with a good understanding of Adult Social Care and or Housing
  • Need to have strong leadership skills and be able to manage effective relationships across the organisation in a complex stakeholder environment
  • Be able to demonstrate strong stakeholder engagement and management skills, at all levels of the organisation
  • Have a collaborative approach to delivering change
  • Be excellent communicators, problem solvers and influencers.
