My client is looking for an experienced and confident Housing Supply Manager to join their exciting new Homeless Transformation Project. The successful applicant will have experience directly reducing the spend on temporary accommodation. We are looking for an experienced candidate who has experience in procuring properties and developing new strategic goals.
To lead on the strategic implementation and development of the procuring of properties for a wide range of uses including Private Sector, Temporary Accommodation, No Recourse to Public Funds and Children Services
To ensure that all properties acquired meet necessary Housing Standards and Legal Framework (Including but not limited to Procurement Governance). This will include, but not limited to inspections
To lead on the development of new relationships, along with sustaining relationships with managing with agents, landlords, housing associations and developers
To ensure all contracts or financial opportunities or investment has a clear value for money focus and comply with the Council’s financial and legal requirements
To ensure that properties are used in performance of Councils duties and in accordance with the Homelessness Reductions Act 2017 and other service priorities such as, but not limited to the Care Act 2012 and National Assistance Act 1948.
To manage and develop Supply officers to deliver strategic and operational functions
To lead and ensure that the legal requirement for out of borough placements and the suitability of offers made are legally compliant
To develop a framework that ensures that only customers that are owed a duty are provided with accommodation, and this should include, but not limited to audits of usage and occupation
To manage and monitor the financial expenditure for all schemes that the Supply team are involved in
To liaise with agencies in the provision of support to vulnerable households in temporary or private rented sector accommodation.
To lead on the development of contracts and service level agreements relating to tendering and other relevant matters
To ensure that a high standard of customer service is delivered to temporary and private sector accommodation clients
