To contribute towards the delivery of a high quality housing service within Moray.

To assist the Senior Housing Needs Officer in managing an effective Allocations/Homeless service.

To assist the Senior Housing Needs Officer to effectively manage and monitor the Housing List.

To work as part of a Team to provide an effective homelessness service

To contribute as required to the aims and objectives of the Moray Homelessness Strategy

To provide support to the Senior Housing Needs Officer where appropriate.

Requirements

The Housing Needs Officer will assist the Senior Housing Needs Officer in managing the Allocations and Homeless service.

Housing Needs Officer – Allocations Tasks

  • Ensure that Council houses are allocated in accordance with agreed Policy and Procedures and that housing applications are properly pointed and comply with the Allocation Policy.
  • Deliver advice and assistance to Housing Applicants in terms of current Policy and potential Housing options.
  • Working with other team members to encourage Team Working and to deliver a High Quality Housing Service.
  • Manage, monitor, and report on the Housing List including preparation of reports for the Senior Housing Needs Officer and Housing Needs Manager.
  • Housing Needs Officer – Homelessness Tasks

  • Interviewing homeless applicants
  • Making appropriate investigations and enquiries
  • Advising applicants of their housing rights and responsibilities
  • Making contact with appropriate agencies to provide assistance
  • Giving appropriate enhanced information, advice and assistance to applicants
  • Giving applicants a formal decision on their homeless applications
  • Arranging offers of accommodation where appropriate
  • Ensuring the Council discharges its statutory responsibilities timeously and effectively
  • Promoting good customer care principles

    Experience of working in a Housing Needs Section

    Knowledge of all Housing Practice and Legislation

    Knowledge of good practice related to Allocations/Homelessness

    Minimum 4 ‘O’ Grades including Arithmetic and English

    Flexibility, friendly and approachable attitude

    Ability to work under pressure

    Ability to analyse, prepare and present statistical and performance information in an accurate and understandable manner

    Ability to analyse complex housing problems and propose relevant solutions.

    Ability to work with a minimum of supervision

    Prioritise tasks and co-operate with colleagues

    Good team worker

    Pro-active approach to work with other agencies

    Ability to deliver a high level of customer care

    Ability to communicate effectively both orally and in writing

    Must be able to work in a flexible manner with good attendance

    Starting Salary: £31,762

    £16.85 per hour

    36.25 hours per week
