Job Title: Housing Options Officer Team Leader
Contract: 3 months temp ongoing
Hours: 36, hybrid working available
Location: Kingston Upon Thames
DBS: Basic

Purpose of the Role
I am representing a client based in Kingston, who are looking for someone to deliver the day-to-day work and all statutory functions of the Housing Options Service providing a high-quality process for applications to the housing register, advice and assistance to private sector occupiers and homeless households with particular emphasis on the prevention of homelessness and access to private sector housing options.

Main Responsibilities

  • To provide high quality advice and assistance to private sector occupiers and ensure homelessness is prevented wherever possible by providing effective advice. This advice shall be wide-ranging to include security of tenure, arrears and debt management, budgeting,
  • disrepair, benefits, relationship breakdown, mortgage arrears and home ownership,
  • tenancy relations including enforcement action under Protection of Eviction legislation
  • To work to meet and exceeded performance targets, and to submit to the Lead Officer
  • Housing Options/Tier 2 Housing Options Officer information and performance
  • statistics relating to the work of the service and to identify trends in homelessness
  • and applications for housing
  • To effectively manage all casework ensuring efficient record keeping and
  • administration
  • Work with the Tenant Finder Service and private landlords/agents for placement into
  • private sector lettings to prevent homelessness
  • To ensure the effective signposting to support services of vulnerable persons coming
  • into contact with the service
  • To demonstrate a passionate “can-do” attitude to customer service and to demonstrate ownership, responsibility, flexibility, collaboration with others and empathy that raises the Council’s profile based on excellent communication skills

Requirements

  • Detailed knowledge of local authority legal obligations under the Housing Act 1996, Part VII, Homelessness Act 2002, and the Homelessness Code of Guidance for Local Authorities. Knowledge shall also include related legislation such as those covering child protection, security of tenure, etc.
  • An understanding of the needs of homeless households
  • Experience of leading a busy frontline housing advice and/or homelessness service or similar and/or significant technical experience
  • Experience of partnership working and influencing and negotiating to achieve successful outcomes
  • Has the ability to understand and assimilate complex case law and translate that information into innovation in practice and management
  • Ability to provide clear leadership, motivating others to achieve excellent performance. Can delegate effectively
