JOB TITLE: Senior Engagement Manager
LOCATION: Hybrid, Office based in Hounslow (involves work in community meeting young people)
PAY RATE: £18.06 hourly paye / £23.69 hourly umbrella
DURATION/HOURS: 6 months (possible extension)/ Mon-Fri (9-5)
START DATE: ASAP
To support Hounslow’s Corporate Parenting Strategy with a specific focus on supporting those looked after children (LAC), and care leavers (CLs) who are NEET (Not in Education Employment or Training) through focused engagement and intervention activities
To lead on delivery of Hounslow’s targets and outcomes related to the GLA funded Targeted NEET programme led in West London by Catch 22 and to ensure that all funded activities are contract compliant.
To work effectively with the Hounslow Care Leaver NEET Operational Group and other internal partners to identify potential referrals and maximise their engagement in accessing support.
To provide effective support and interventions for a case-load of NEET young people to move them into education, employment or training (EET) including working with employers and other partners to sustain engagement in EET.
To develop and deliver activities that support the Council’s Corporate Parenting Priority within the Context of the One Hounslow Vision and Values
To develop effective partnerships with key internal teams (e.g. Corporate Parenting, Virtual College, Social Care, SEND, Youth Offending Team, 14-19 Service, Skills and Employment Team) and external stakeholders (e.g. local employers, Colleges and training providers)
To work effectively as part of the Care Leaver NEET Action Group in contributing to the development and delivery of priorities, activities and targets related to the participation, achievement and progression of young people who are looked after or are Care Leavers
To lead on delivery of Hounslow’s targets and outcomes related to the GLA funded Targeted NEET programme (Future Pathways) led in West London by Catch 22.
To work within the framework of the Care Leaver Action group to identify YP suitable for progression and sign up onto the Future Pathways Programme.
To support a caseload of NEET YP to overcome barriers to learning and engagement and to support their progression through the Programme and into sustained EET.
To undertake periodic assessments (using the Outcomes Star – Work Star) to establish initial staring points, identify needs and to monitor distance travelled on the journey into and through EET)
To develop trusted relationships with NEET LAC/CLs to maximise their engagement and willingness to access support
KNOWLEDGE AND EXPERIENCE:
Knowledge of the potential impact of Adverse Childhood Experiences (ACES) on the social, emotional and educational experiences of children in Care and Care Leavers
Knowledge of current issues and legislation in relation to improving outcome for LAC/CL
Experience of engaging with and supporting looked after Children and Care Leavers into education, employment or training
Experience of using Outcomes Star (Workstar) as an assessment tool and for monitoring progress/distance travelled by young people towards and through education, employment or training
Experience of working successfully in a multi-professional environment.
Experience of working on a payment by results contract (desirable)
Proven ability to form positive and transformational relationships with children and young people who experience barriers to engagement in education, employment or training
